Report on Beijing Housing and Urban-rural Development (2019) (known as Report 2019 for short) was officially released today. Commissioned by Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Research Center of Housing and Urban-rural Development wrote Report 2019, an annual report of housing and urban-rural development. Up to now, Report 2019 has been compiled and issued for 13 issues, providing reference for the industry to understand situation of the housing and urban-rural development in Beijing. Report 2019 consists of three parts. The first part reflects the basic situation in Beijing real estate, housing security and engineering construction. The second shows the overall situation of the city, main measures of the municipal level and highlights of district-level work in 2018 from housing security, real estate industry and real estate market, construction industry and construction market, quality and safety of construction project, and building energy conservation and technology. The third discusses the approach of housing and urban-rural construction in 2019, surrounded by the current situation and based on practice.


Report 2019 has pointed out in 2018, in housing and urban-rural construction, we  adhered to seek improvement in stability, firmly establish a new development concept, implement strategic positioning of Beijing, pursue a higher level of enterprising spirit, improve encouragement for both renting and purchase, strengthen the management of housing reform, continue to promote reform and innovation, greatly improve business environment, complete the construction task with high quality, achieve goals with high level. Therefore, industry developed better and faster, enterprises and the masses enhanced their sense of gains and housing urban-rural development has a new level.

Move forward with encouragement for both renting and purchase, develop the real-estate market steadily.


In 2018, Beijing has advanced housing security, improve policy, expanded more housing support with multiple types of suppliers, multiple channels, overfulfilled the tasks of construction, steadily enhanced the quality of construction, optimized the allocation of audit mechanism, refined the late operation, promoted the levels of housing construction, distribution, precision, management in order to meet people’s multilevel needs for housing. Local government further standardized the reconstruction of rundown urban areas, strengthened the management of direct public housing, and took planned steps to protect old residential areas. Government adhered to the principle of “houses are for living in, not for speculation”, strictly implemented all policies to regulate the real estate market, curbed speculation in housing and protected the housing market. Process of housing transactions were simplified, shorten the time limit for reviewing the purchase qualification in one working day. And the verification of housing sources and the mandatory supervision of funds for existing houses were eliminated so as to provide more convenient and efficient services for the parties involved. We accelerated the development of the housing rental market, increased rental housing sources through multiple channels, promoted the construction of collective land rental housing, developed collective dormitories for employees, and empowered them with human centered to expand the scope of rental housing transaction and speed up encouragement for both renting. Government moved forward with comprehensive management of the old residential areas orderly and the installation of elevators in the old buildings, forming a new mode of management of old residential areas guided by the rule of law, improving service level of the property management industry, making great efforts to demolish illegal buildings and dealing with possible safety problems such as group renting and misuse of underground space to improve the living environment in city.

Greatly improve the business environment, develop the construction industry steadily.


Beijing is one of the first 15 provinces and cities designated by the State Council to carry out the pilot reform of project approval. In 2018, in accordance with the requirements of push forwarding with reforms that “delegate power, improve regulation”, and optimizing the business environment, the construction industry in Beijing made great efforts to advance the reform process. We carried out reforms to promote  the system for approving construction permits for construction projects. The application materials for construction permits were adjusted from 13 to 5 items. Requirements were streamlined to more than 50%. The approval period was adjusted from 8 to 5 working days. And the reform achieved online issuance of the certificates of approving construction in Beijing. We took the advantages of territorial management, 90% of approving construction permits were delegated to district-level governments. Full implementation of electronic bidding has significantly reduced institutional transaction costs by about 690 million yuan for tender enterprises. For social investment projects that are not subject to bidding, construction work permits could be handled directly, and joint acceptance inspection carried out for social investment construction projects. The reform improved the licensing process, and carrier out pilots to examine and approve the qualifications of construction enterprises. The establishment of wage deposits by means of bank guarantees was put fully into effect to further prevent and address the problem of unpaid wages for migrant workers in construction projects. We provided more guidance and services for enterprises in applying for qualifications, listing on the stock market, and contracting business in Beijing, so as to help them become bigger and stronger. We continued to promote the establishment of credit system, strengthen the credit management of construction market entities, and establish mechanism for keeping promises and punishment for breaking promises. New breakthroughs were made in regulation pricing system, policies of new wall materials of the construction market in that government promoted the integration of the Beijing-Tianjin-Hebei construction market. The construction industry has developed in a steady and orderly manner, with the total output value and added value increasing. The quality of construction projects has been steadily improved. The overall situation of work safety is stable, with labor productivity, the death rate of output value of 10 billion yuan ranking among the top in China. Prefabricated buildings, green buildings, ultra-low-energy buildings, energy-efficient public buildings, green agricultural housing, and the comprehensive utilization of resources from construction waste, have a rapid development. Environmental protection and energy conservation in construction industry has continuously improved.


Forge ahead and push forward the construction of housing in urban-rural areas.

Report 2019 emphasized that, compared with the world-class business environment,  requirements for high-quality development, and the increasing needs of the people for a better life, housing and urban-rural development in Beijing still have gaps and deficiencies. In 2019, Beijing will promote the sound development of the real estate market, improve housing security, issue more measures to optimize the business environment, continue to promote green housing development in urban-rural areas, and make new progress in achieving high-quality development.


We will take multiple measures to improve the construction and management of housing, further improve the supply of public-rental housing, raise funds to rent 50,000 units of housing through multiple channels, 60,000 units of housing with policy-based property rights, complete 70,000 units of all types of policy-based housing, and rebuild 11,500 rundown urban areas. It will increase the quantity and quality of policy-based housing to create green, livable and high-quality residential buildings. We will optimize the review and distribution mechanism, improve the level of oversight services and standardize the management of the renovation of rundown urban areas, strengthen the overall protection of old cities. And we will promote the building of directly managed public housing in the form of application for rent refund and recovery in order to living.


We will promote the healthy development of the real estate market. We will adhere to the policy that houses are for living in, not for speculation, achieve the goals of stabilizing land prices and housing prices, curb speculative and investment demand, and form a long-term mechanism of real estate regulation. We will continue to encouragement for both renting and purchase, improve the mechanism for managing housing, increase the supply of rental housing through multiple channels, encourage rental housing enterprises to carry out large-scale operations, and speed up the construction of rental housing for collective land and the renovation of collective dormitories for leased workers. We will promote comprehensive improvement of old residential areas, accelerate the drafting of the Beijing Municipal Property Management, improve the living quality of existing houses, promote the healthy development of the real estate market, and meet people’s housing needs better.


We will deepen the reforms designed to delegate powers, improve regulation, and provide better services to stimulate the development of the construction industry. To optimize business environment, we will issue more measures to remove blind spots in market regulation and pain points in innovation. We make full use of credit system and gradually build a new regulatory system. We will promote the reform and development of the industry, accelerate the notification and commitment system for approval, develop whole-process engineering consultation for construction projects, carry out overall project contracting, intensify the reform of bidding, and promote the transformation of rural migrant workers into industrial workers. We will promote the integration of regulation in Beijing-Tianjin-Hebei construction market to provide strong support for improving the overall function of city in the construction industry and economic and social development.


We will use multiple channels to improve engineering quality and safety production. We stick to the concept of “Quality First” and “Quality Power”, and fully implement the responsibility for project quality. We will establish “dual-control system” for the classify controlling of safety risks and possible dangers in construction, and continue to improve our ability to prevent and control production safety accidents. We will strengthen quality and safety supervision in key areas, ensure the steady progress of key projects, and build high-quality works. We will encourage enterprises to strengthen quality innovation, quality governance and quality tackling, and establish a quality management mechanism of self-restraint, self-improvement and continuous improvement. We also carry forward the spirit of craftsman, set the benchmark of the industry, and create a good atmosphere and safe social environment.


Scientific and technological innovation promotes green development of housing in urban-rural areas. In term of the concept of green development and ecological civilization construction, we should play a leading role in scientific and technological innovation, raise the whole process of green development to lay a solid foundation for the construction of a Green Beijing. We will further strengthen management of building materials, promote energy conservation in new buildings and retrofit of existing ones, develop green buildings, prefabricated buildings and ultra-low-energy buildings, and comprehensive utilization of construction waste resources. We will continue to improve earthquake-resistant, energy-efficient rural areas, renovate dilapidated rural houses, build safe and green rural housing, strengthen the protection and development of traditional villages, and promote legislation on rural housing.
